If we think deeply about this I think a lot of companies will prefer product liability insurance to workers compensation insurance simply because it is a small business.

Well, every business is risky and may sometimes costs the lives of the workers but there are times that the business may not be enough to insure the worker's compensation.

The major thing people do is just to insure their goods which is quite understandable. Whereas, you called it a small business which means that their income may be too little to compensate the workers too.
