The exchange program is an ambitious plan by the Obama administration to reduce the number of uninsured Americans. Each state has different requirements for creating an effective health care marketplace. For example, some states require more telephone lines while others have strict guidelines for how many computers they must use. Each state selected their own way of creating an effective health care marketplace. All states completed their work on creating an effective Health Insurance Exchange by 2016, and now all Americans have access to a health care marketplace.
