They need to understand their customers' needs and wants as much as possible, so they can use that information to target their marketing campaigns effectively. If you want to sell insurance, then it makes sense that you would target those people who have already decided they need it and are willing to pay for it. If you have the opportunity to speak directly with these people, then you have a better chance of making a sale than if they are just browsing around online looking at insurance quotes.
